Description
Every faction starts with all faction-specific heros. Mod inspired by ICECORES Endless Heros mod. For those Wanting to start with the respective minor faction hero also, use my The Heroes of Endless Space Plus Minor Faction Heros

To better explain this: when you use this mod. Each faction begins with all the race specific heroes. So only minor faction heroes become available to hire. The only thing that MAY be stopping your mod from working is if you have a UE player in your custom game. If I was to set up a custom game BUT didnt have the horatio as a player in my game then the horatio heroes would appear in the available hero pool.

I dunno how to help you, sorry. I dont think its possible because the game handles Heroes in Endless Space 2 differently to Endless Legend. There are no duplicate heroes in ES2. Quest specific heroes are probably hard-coded to not appear for other factions because of this (they are tied to the united empire quest). As a result your probably only gonna be able to get them through playing as UE

maybe try going into the hero definition xml and changing 'Hidden' to false:
