The concept sounds quite complicated, but it is actually fairly simple. It very much is essentially exactly what you have described, i.e. decompiling weapon viewmodel files, opening them with some program such as Notepad++, and renaming their respective weapon parameters to that of another.
There are numerous tutorials out there explaining how exactly one can perform hex edits on their own weapon models of choice, but not everyone has the patience to undergo such a relatively simple process.
