Be wary that guards are always 10 levels above your player character. Luckly, due to how the way frenzy spells were programed, if you cast a level 25 spell of frenzy, it should affect all levels above it. Though, you need the spell to be at 100% effectiveness (meaning that you are wearing no armour at the time of casting). The Blessing of Madness spell you speak of is only a level 12 spell. In the same expansion pack, there is a level 25 power you may use after completing the quest Ahjazda's Paranoia. The power has the same name.
Or do the first part of Shivering Isles (Killing the gatekeeper) and go through the door on the left. Doing so will grant you "Blessing of Madness" which will cause Frenzy in a 40 ft. radius. Guards don't appear to be affected by any sort of frenzy spells.
