Materials *before* Buildings

Descriere
This is a simple mod that switches around the tech tree so that strategic resource mining techs appear before the buildings that use them.

N.B.: You still need to have ether a planetary feature or orbital deposit that gives you the strategic resource in your empire's borders before the technology will be researchable.

It overwrites the following vanilla files:
00_soc_tech.txt
00_eng_tech.txt
00_phys_tech.txt
00_strategic_resources_tech.txt

Vanilla has long overtaken this mod, but it was nice to have while it was needed. Thanks for having made it, Thanatos!

this mod now puts the tech for the building to convert mineral to strategic resource first and not the resource extractor tech like it's supposed to.

It seems as if the 2.2.3 beta patch makes this mod superfluous.

Yeeees, this makes more sense. I kept wondering why I had buildings that required things, but didn't get the tech to get those things. Now that I see you've made a fix for it, I wonder if its a bug or just an oversight. Anyway, good job here.

I think over-use of the "Tech that's always there to choose" is bad. It dillutes the "card draw"-based system, and therefore it dillutes things that increase the number of cards you draw (Traditions, Techs, Unity Ambitions, or the old Technocracy Civic).

Seriously. My current game is the longest so far in 2.2. I've been avoiding the techs that give me buildings that require the rare materials until I can actually get the rare materials but the game seems to not want to give them to me. I think they should be always there as soon as you discover a deposit of them.
