Introduction
Due to a recent revelation regarding the issue with Linux users not getting their Linux ported distro, it may be that a majority of people not getting the Linux update may not have certain packages owned which include it.
The List
Hopefully to help the devs check on it and fix the issue, the following is a list* (as of 13th January, 2019) of the packages which exclude it:

The Fine Print
If you do own a package which should have the distro in their respective depots, your problem may be something else. Cross reference your packages to this list in your account page. Suffice to say, a majority of these packages contain the Mac port, and Linux was somehow overlooked. Fortunately, the situation should be remedied if you could somehow obtain the license for an individual game, a qualifying package which includes it (many of the current packages available should be updated by now), or just simply wait it out if the devs would get around to updating the depot for each one on this list.

*Apologies if I have missed anything, due to the fact I'm only human and just one person tackling this tall task. In that case, I wouldn't consider this an exclusive list, so it would help to be sure that relevant packages are referenced through SteamDB to ensure whether this item is missing. If they are missing, please feel free to mention them in the comments.

The context of this whole guide is more of a response to a specific request, due to the growing list of complaints the Linux executable was missing, and I ended up fulfilling that request to see what likely happened to it and where it went.

I may infer from this that most of the older packages just did not contain Linux as an afterthought because of the newer packages you can get now. If Mac updates were added later, they were probably bugfixes. Linux is an afterthought after applying what was relevant.

The May date is the time they added Mac and Linux support. Anything later would be different circumstances. That is, you can get individual games now, and Linux is appended because it qualifies. Sonic Hits Collection was released in 2013, so this would have been availiable much earlier. Such as the condition with other collections, you cannot obtain this on Steam anymore without a key and this would less likely have either updates.
