Find the string BP_Campaign Commander_Imperium_C, then find the sequence 4e 00 00 00 2f and from 4e move to the left 24 characters(or 12 cells ) and replace the next 00 00 with 11 11. Save the file and download the game again. On the idea of leadership should become very large.
