Immigration Uncapped

Description
In vanilla Stellaris, immigration to a planet is limited at 5 units per month regardless of how much emigration push your other planets are generating. This mod changes that by making the cap 50,000 units per month (in practice, infinite).

Not achievement compatible. Tested as working in Stellaris v2.8.1 (Butler).

Update 2021-10-11: Updated for 3.1.x (Lem). No changes needed, just the version flag.

@Kang of Canada: Shouldn't cause any bugs, but it might be of limited utility with the way population growth drops off at higher population levels with the Carrying Capacity mod.

@Booperius, isn't immigration drawn from emmigration? That is to say, just moving pops from one place to another?

Can you make a few verisons that simply cap it at higher numbers (10, 15, and 20 ideally), I'd like a "balanced" version that doesn't let you print a pop almost every month but still lets you benefit even more from immigration.

@Velaroz Use forced pop growth and sign migration treaties with every ai. That -0.6 growth is nothing compared to this +5.0 flow.

Double check to see if there's an overflow point. Given how many things have 'em, it's probably a good idea to check. Shield health value is around like... 190-200K, at least for starbases.
