• Before becoming Infamous
• Level 0: the useful guide
Here is the thing: each time you Infamy up, you'll earn a point to spend in your "Infamy tree" (accessible via the main game menu, "Infamy" option). There, you can pick bonuses that will be permanent. They will allow you to spend less skill points next time you'll want to buy skills.
As soon as Infamy II, you'll be able to pick either:
• The Assassin (Ghost and Fugitive skills cost 10% less skill points)
• The Slaughterhouse (Enforcer and Fugitive skills cost 10% less skill points)
• The Ingenius (Tech and Fugitive skills cost 10% less skill points)
• The Corrupted (Mastermind and Fugitive skills cost 10% less skill points)
So, as soon as you'll have unlocked those bonuses, you'll be able to save skill points, especially when you'll design Fugitive-focused builds. That's the trick.

I'm XXV-100, this must be the reason why. Each new level of Infamy provides you a permanent bonus that allows you to get your skills with a requirement reduction. :)
