RIM's Tiered Modules (Custom Request)

Description
This mod is exactly the same as it's predecessor except it removes the ability to make custom motors.

This mod was a requested by "The Governor" so it could be used with economy mods and sell them at the server trade center to promote trade and etc.

Hello, can you add instructions that will be displayed in the game using the command? with description of what module gives? it would be very helpful on multi-personal servers.
