A simple fix.

Do this
All you need to do is go to your Curse: The Eye of Isis folder at C:\Program Files (x86)\Steam\steamapps\common\Curse The Eye of Isis or wherever you choose to install your Steam games, cut the RunCurse.exe file and put it anywhere you want but this folder, and rename Curse.exe to RunCurse.exe. That's it, your overlay and time count are running as they should.

@deluge-hour I decided to just not tab out and just sit on the game for a bit and none of the time was counted still shows I only have 4minutes on the game somehow

@deluge-hour it shows it starts playing then when I tab out to make sure its continuing it says "play" maybe its on me and I shouldnt tab out but I just wanna make sure its tracking my time before I start playing. As of now it only tracks the about 5-10 sec it takes to open then says "play" again.

@Seaphrix I've just downloaded the game and repeated the steps in the guide, the overlay and everything else is working properly. Maybe it's a mistake on your part, try again, or it's an issue with some PC configurations I don't know about.

Few years behind but, when I do this process and go to open the game and make sure its working it just says the file is missing and and re-adds the file to the folder any suggestions?

Brilliant! ^_^ It seems to work properly now, yeah! At least it's ticking 57 minutes out of 2h30' I played so far ... finally, thanks!!

Publisher really could resolve this, so very complicated problem. But im glad its on steam at least. And thanks for the tip in the nameof everyone interested in this weirdly fun obscure clunkiness fest.
