"Lifetime cost" is not related to export; it's amout of money spent on port's budget during whole game. Another production buildings usually show similar value as "Income (lifetime)" on statistics tab.
Teamsters move goods between factories/farms and the port; so the more the more production buildings you have the more teamsters you need.
Actuially they can (and will try to) walk across whole island. But it will take a lot of time and during all this time they will be absent at the workplaces, building budget will be wasted and economy will suffer. On the other side too much buses/metro stations also will damage economy
So this is my guess about balance
