This mod is old.

This mod is designed to prevent independent guarantees in diplomacy. Independence guarantees require 5,000 political powers, which is virtually impossible to guarantee.
This mod also removes the guarantees from the beginning. (However, if this mod is activated from the saved data in the middle, such a guarantee does not disappear. Therefore, this effect is applied only at the start of the scenario.)
