@Grabbles Meitou is a weapon quality level that is basically the legendary version of a weapon. Only a few items of that quality exist in the game, and usually only 1 of a weapon type owned by a very strong NPC. So he means he did not make one of that quality level since it would mean giving it to an NPC or making an NPC for it as well.
