"Just an example of how sometimes Textures in Fallout 4 can load in 'low resolution' (low-rez) or perhaps 'broken'.

Even with utilities like ENBoost (where you can specify/force your amount of VRAM) and/or a high-end system, it can still occur at times randomly. Without using anything extra, the game will load lower resolution textures because the rest of the world is loading in and - perhaps due to an underpowered system - the higher resolution version of the texturers would 'take too long' to load fully (covering all the shapes on the screen), so the game will try to use low-rez format images for the textures, hopefully loading in the higher-resolution/detailed images after a few seconds.

You can of course, try 'standard' things like Verify the game cache (Steam) or Reinstall the game - just to make sure that the game/Steam is not contributing to the issue - but if you want to try some utility like this, it seems to help a lot [for me]. With the utility I am using, for example, you can specify the GPU VRAM size (videocard memory) - even one larger than you have - it looks like this in the .INI file for this enb addon:

I put in (for example) 4GB VRAM, even though my little GTX 1060 has 3GB of VRAM. It’s not a ‘huge’ issue, as it just uses System RAM for the extra texture memoryspace. I am able to get 60fps still most of the time, on ULTRA settings.

I don’t remember where I got the “ENBoost v0.283” [at the time] addon (you just extract some files into the game folder), but a little search should find it, I’m sure.

Using things like ENBoost can help reduce this occurrence, but I also wanted to show an example that it is possible for it to still happen, however (possibly due to some little 'glitch' when loading the area/textures at the time). Just so others know [feel better] that it might not 'fix' the problem 100%... heh
