**Request** Half-Life 2: Beta gasmask citizens for citizens and refugees

Description
Basically, this was requested.

This replaces all citizens and refugees with the gasmask citizens from the beta.

It also replaces the basic citizen c_arms with the ones from the gasmask citizens.

This doesn't do anything with the rebels or rebel medics.

This also doesn't affect playermodels.
