How to disable the nasty default bloom in the game. A few simple steps to get rid of that blurry mess.

Altering the visualsettings.dat file to remove bloom

Right click GTA IV in your steam library. Click properties> Local Files > Browse Local files.

In Windows explorer click on the folder named GTAIV > common > data

In the data folder look for a file named "visualSettings.dat". Open the file with notepad (or notepad++ if you have that installed)

Browse and change these three values from:
misc.BloomIntensityClamp.HD 10
misc.BloomIntensityClamp.SD 10.00
misc.BloomIntensityClamp.SD.ps3 5.00

To:
misc.BloomIntensityClamp.HD 0
misc.BloomIntensityClamp.SD 00.00
misc.BloomIntensityClamp.SD.ps3 0.00

Save the file visualsettings.dat that you just altered and then start the game.

You should now be experiencing the game with much less of the horrible glowing bloom.

As a side note, its also highly worth it to enable FXAA anti aliasing through the nvidia settings for less jagged edges.

Thanks for this guide, it made the game look better for sure! For the Linux & Steam Deck crowd I'll add - you can use vkBasalt layer to apply FXAA anti aliasing to the game.

Normally I would agree that I disable bloom in all games. But for some reason in GTA4 disabling bloom makes it way too dark, even with all the improvement patches and mods, and making sure console gamma is turned off. Bloom seems to brighten it up to a realistic level, especially during midday times. With bloom turned off 12 noon looks like 6 am.
