Well, I think it would be a revolution. A rebellion would be a nation's territory rebeling against them. A revolution would be the capital of a nation. The capital of Bavaria would be Bavaria so it would not nessisarily change. And if you've taken it by conquest and it doesn't change from the original during a rebellion, then I guess they don't all.
But then, would it count as a 'revolution' because it is the long-lost capital of a former nation? In my last post, I meant it as like Silesia or Hungary rebelling, not really former national capitals for destroyed nations.

@Fosse. Most rebellions cause flag change. Actually, I think they all do. Every time I watch a city rebel, they all seem to have different flags. Though, revolutions on the other hand, don't always have different flags. I swear, some nations just get the exact same flag over again.
@Red. I just love america. I like to invade it with ALL THE NATIONS! But Prussia seems the best for right now.
