描述
Confederation now costs -2IA instead of -3 within the Empire.
Compatible with everything as far as I know.

Just tested it, as of 2021 it seems to still be working.

this is save game compatible - The changes just start with the next confederation.
So you will still have the -3 if you confederated before.
