Report a translation problem
I'll try to give some answers well knowing most of these aren't that usefull anymore after all this time.

One of the last expansions actually made changes to the shallow water, splitting the reflection file in two separate ones, one applying to the shallow water types - so any mod not covering both will have the default one on the shallow waters - which will have strange effects depending on the tiles screen position.

Sorry, but it is ages since I did something dat related - I sadly can't give you any hints here.
For any indepth advice on dat file mods, please ask a modder actually doing dat file edits. I looked into that years ago but haven't got enough experience with them to assist you here without looking it up again myself.

Each expansion has their own dat file slp folder(s). So you need to add your changes to each one you want to edit.

The fan tool 'turtle pack' can do this for you.

If I remember correctly there were bugs around regarding sound related mods - so that could be it.
I'm also not sure right now without looking more into it, if you might have to do those for all expansions you want to cover like with the slps.
