I've added Bavarium itself as a new Strategic Resource. You get it by building structures in all your Cities (like the Recycling Center) and you use it to build their Unique Units (the Imperator Bavarium Tank and the Urga Mstitel)

It is. Currently in development, it's looking pretty good but I've got a lot of work to do before I can release it.
