The cooperation was created by Vinogen Research and The head of "illusitiy Machines" Development Team. They wanted to create a fast emergency responder group to aid the injured in the six cities. Their actual job was to close off a section of a city if contain a lethal disease and try to prevent it from spreading, by removing anyone who is a witness or a carrier."
