I've based this guide on amount of buildable area and discarded all the maps that lack a form of transport or a resource, and be aware that nr.2 got little oil, but still I chose it and the others also for their beauty.

Unless you are like me and live in a very cold country far to the north and have no pleasure in playing City Skylines on maps with eternal winter, "Snowy Coast" is Definitively nr.10 instead of the tropical Sandy Beach.
