So, what that statement you linked does is when you get knocked down and stand back up, or block incoming damage, or dodge, if you time it right you can bypass the 'swipe weapon' level instead of having to swipe your weapon, wait for the numbers to run through 0 to 100 and then the bar charges.
So the usual way would be.. swipe weapon > weapon runs through 0 to 100 > let the weapon bar charge > let button go to perform the weapon level skill animation.
What the shortcut does is bypasses the weapon swipe bit to charge from 0 to 100.
> NOTE: Blocking, being hit, dodging, or knocked down will enable you to power your weapon up instantly without you having to swipe and wait for the counter to reach 100% to power up, take advantage of this knowledge.
How does this work? Holding down attack doesn't auto charge it to full and the % stops when dodging/getting hit/knocked.
