16 was not under 17, it was above and to the right in the old layout. It was the previous mission though.

as long as the missions don't have a positive difficulty modifier (the +_ to the right of the mission type symbol) then the difficulty won't go up
Ok, this means neocore changed the missions and before that change 16 was under 17 and not like now over 17?

I see. So it's up to the player if he whether he does the Covert and Hidden missions immediately after the free play or after the 21st mission. Does it affect the difficulty level if you play these cover and hidden missions right after unlocking them or only at the very end?

I have two questions about it.
1. in the screenshot it seems to me that mission 16 is mixed up with mission 17. I can't do mission 16, as entered and numbered in the screenshot, before mission 17, because it is behind mission 16 and only unlocked by it in the first place. Did you make a mistake in the numbering here?
2. should I do cover and hidden missions only after mission 21 or immediately after I have unlocked them.
