Sadly i am not able re-create this issue (im running Windows 10) but as far as i can see it is related to the sound emulation.
I would suggest you try to go to the sound tab and try to change the Adlib emulator into something else, if this dosnt work, then i would try to change both the Adlib emulator and the Music device - https://docs.scummvm.org/en/latest/settings/audio.html

A highly niche solution: You can get the overlay to work (and F12 screenshots etc.) when you use the "Steam Play" feature on the Linux client of Steam. Combined with the Roberta compatibility Tool for ScummVM: https://www.gamingonlinux.com/2019/08/roberta-a-new-steam-play-compatibility-tool-to-play-games-with-a-native-scummvm/
Would be nice if Steam could integrate SteamPlay for the Windows client also (for Dosbox games via Boxtron or ScummVM via Roberta). I dunno if there are any launch option hacks (#%command% etc.) for Windows to get Steam use the ScummVM binary to start the game with overlay enabled.
PS: You need the renderer in ScummVM set to OpenGL for the overlay to work.
