This is very easy solution but will take some time for each map tho'
Something around 1-2 hours per map:

After successful process done you will earn these achievements:

• Pick required map
  
• Set max players to 32 or less
  
• Set time per map to 999,999
  
• Set round limit to 150
  
• Press "Start"

• Type
  sv_cheats 1
  This will turn on cheats and disable achievements
  
  
• Type
  nav_generate
  This will generate a navmesh for the bots, so they can move and do the objective
  
  
• Type
  sv_cheats 0
  To turn cheats off
  
  
• Type
  retry
  Server will restart

• Type
  mp_respawnwavetime 0; mp_teams_unbalance_limit 0; mp_idlemaxtime 999;
  This will turn off autobalance, respawn time and possibility to idle
  
  
• Join blue team or maybe you prefer red colour? It's all on you
  
  
• Type
  tf_bot_force_class scout; tf_bot_add 31 blue
  It's added bots for you and when the point becomes capturable they will burst out of the door and cap it for you

At this point, you can go idle, but sometimes the game has a brainfart and adds bots to the enemy team too. There is no problem too, just type into the console:
