If you don't want to wait until Christmas and date change method didn't work for you, there is an alternate method.
Gifts will randomly drop when a player is killed during Christmastime.
You need to pick up 3 of these and you will get the achievement.

What exactly needs to be done:

Enable the developer console for Team Fortress 2: You do this by going to options -> keyboard -> advanced
Press ~ to open up the console, and go to a map of your choice by typing map [mapname] (i.e. map itemtest will take you to a map that will make this a little faster)
There's a console command to force a holiday. Type tf_forced_holiday 3 to set the cvar to 3, which is the forced holiday of Christmas
Now you want bots since constantly killing yourself for presents will take forever. The command for this is tf_bot_add 13 (the number can be whatever you want, but 13 will make a constant stream of deaths since it is about 7 on each team in a small room); these guys will fight
Wait and watch them kill each other, and go and loot the presents that drop. This shouldn't take you very long at all less than five minutes for sure

nvm guys if bots don't move out from spawn (enemy team) go to the specific map map arena_badlands and just to the normal commands like the guide tells you.
