Description
For Stellaris 3.0

Small patch to allow Xeno-Compatibility to be taken without being a xenophile while maintaining DPE added events.

Xeno-Compatibility changes (From BDA)
-No longer needs Xenophile
-AI tweaked = Only Fanatic Xenophile will take it to lessen the pop sub species clutter, meaning more peformance late game.
