Report a translation problem
The guide is over 5 years old so it is time to update it. It lacks in some parts I admit and the ratings were just average. Perhaps people want images, but since I don't have an English version of Windows myself it wouldn't make sense. :/

a few things were different for me, maybe this'll help someone, or maybe you could add it into the guide too:
- the CEF folder is also different, for me it's located at AppData\Local\Steam\ and is called " cefdata "
- within the htmlcache folder, there's 2 different dictionary folders I had to paste the .bidc dictionary file in, those are " Dictionaries " and " Shared DIctionary "
- there's a 2nd UserPrefs file for me next to the .json file, a " UserPrefs.bad " file. I had to edit both of them to "spellcheck":{"dictionaries":["en-US","de-DE"],"dictionary":""} . doing only one of them didn't work and always reset both files to how it was before
I think that's all that was different for me. Hopefully this is helpful to someone.

Interface > Steam Client Language: <language>
This will add the .bdic and you edit the UserPrefs.json file as described above.
I'll update the guide!
Steam's browser engine will download the dictionaries.
I just tried and all I had to do was adding the languages here "spellcheck":{"dictionaries":["en-US","es-ES"],"dictionary":""}, and restart steam.
The bdic files appeared in their folder on their own.
I guess the difference here being that you have a lot more experience in computers than others. It's common oversight people do.
