first run through i got hosed badly tried to be everywhere at once had no resource no battleplans and only spires fleets to defend whole swathes of space. just got frustrating fast
then i did this guide and BOOM taking it one sector at a time letting it build to full juggling the threat bar with the plans and missions and I was soon in control of the enitre oculus segmentum
the GCs were a big help though for clarities sake I had spire in a retribution and 2 vengances and an avenger with him for most mission s it was more than enough

What's "Free damage" supposed to be?
Contrary to what you claim, torpedoes are one of the Imperial Navy's greatest arsenals. Melta Torpedoes especially more so.
Plasma macros don't start fires. That's just one of the effects of a critical hit. Regular macros can cause fires too. Plasma macros deal less damage and have longer range.
It's very inefficient to focus on squadrons with Imperial Navy unless you spam Exorcist GCs.
