Follow the signs to the "Secret Sisters" and enter the blown up area:

Call "Len Harris". He will tell you about secret storages behind the "Silent Sisters". However, the location is blocked - but you can easily walk over the rocks to get around the fence (screenshot). To open the storages, find a fire extinguisher and interact with all vents. The teddy bear is in storage 1.
