Avatar Facility Re-Curve [WOTC]

Description
Avatar Facilities will appear at a slower rate during early-game, and more frequently in late-game.
I have found that Avatar Progress usually builds up too quickly in the early-game when you don't have the means to expand very much, but then once you get it under control during the mid and late-game, it will never build up again. Especially since you have the Covert Actions that reduce progress by 2 blocks, Advent doesn't stand a chance.

Previous Avatar Facilities would pop up using this table:
Month 0 = Builds between 40-44 days (average of 42 days)
Month 1 = Builds between 27-29 days (average of 28 days)
Month 2 = Builds between 27-29 days (average of 28 days)
Month 3+ = Builds between 27-29 days (average of 28 days)

This mod adjusts the build rates so that facilities will be slower during the early-game, but faster during the late game. Also, for variety, build-time ranges have been expanded so that you never know when a facility will just randomly pop up:
Month 0 = Builds between 21-63 days (average of 42 days)
Month 1 = Builds between 18-52 days (average of 35 days)
Month 2 = Builds between 14-42 days (average of 28 days)
Month 3+ = Builds between 11-31 days (average of 21 days)

Also this mod will expand the possible range at which Avatar Facilities can appear, relative to your unlocked continents (aka MaxLinkDistance -- the number of unexplored continents that you must make contact with before the facility will be within reach). Advent deliberately puts facilities out of reach so that you are forced to make contact with other regions before you can destroy them. Previously the game would always put facilities exactly 2 regions away (on Rookie and Veteran). On Commander/Legend, this range was about 1-2 to 6.

This mod makes it so that facilities can appear anywhere from 0 to 4 regions away (Rookie/Veteran) -- or 0 to 6 regions away on Commander/Legend. Because the frequency of facilities is slightly increased, I have made it so that generally facilities will appear in a nearby region in early-game, but as the months go on, it will be possible for facilities to be built further away (but they could still appear close-by too) -- but by then, XCOM should be pretty well established and shouldn't be too hard to cover more ground.

This is a must have. If there is anything I hated more than anything in WOTC, it was the constant rushing.

this should have been included in Long War based on the content this was under. Enemy progression slower.

should have been included in the base game just saying...the rate of which the avatar progress occurs is insane especially if you skip a couple of core missions prepping for what's to come next.

Has anyone tested this mod with Covert Infiltration? I'm curious as to how the two interact.

I was a little slow with my regions, and think I rolled facilities faster, so I got kinda flooded before I was ready for the story blacksite. Covert ops weren't being my friend. Had to scramble for a lead and fight a berserker queen. It was really fun!

I was afraid it would make it a non issue early but it nearly got me at least once.

@Alex Nares
Great mod thank you. I am using this mod for the opposite purpose that you intended. I'm nerfing the rate at which facilities spawn lategame because I just find them annoying to deal with, whether soloing with a Reaper or doing them the normal way (of course soloing with Reaper saves much more time). The only time a facility is interesting is if one of the alien rulers appears.

@Alex Nares, thanks!

Yes, if you open the mod's INI file, look for (I don't remember) something like "MonthlyBuildRate" or "FacilityBuildDays" change the minimum and maximum days to whatever you like.

Can I customize the average or range?

Excellent mod, Alex Nares, thanks.
