No Horde Rivalry Debuffs

Description
Removes the cumulative growth penalty for spawning hordes and rivalry penalties for nearby hordes.

Editted Campaign Variables: changed horde debufflines

Load last/at the bottom to overwrite other mods which may conflict with these same campaign variables.
