Activate the monitors in Submarine Launch Facility
Make your way to the lab, in front of the Mule Kick office, there will be an iron door with a man speaking to you. Press and hold the "F" key on the door to start this step. The monitors in the AK74u Room will turn on, this room is called Submarine Launch Facility.
Match numbers on monitor to panel switches
Look at the 4 monitors, a random number combination will appear.
These numbers mean 1 = First, 2 = Second, 3 = Third and 4 = Fourth.
Use these numbers to know in which succession you must interact with the panel switches.

After you interact with all panels in the correct order (it is random every time), you must enter the submarine and insert the code you get from the monitors onto the keypad in the sub and a door will open revealing the valve for the valve step.
