Description
I found the vanilla Empire Authority mechanic to be lacking, especially compared to the ones other factions have in more recent updates. Whilst originally far better than the original Empire gameplay, it has a few problems of it's own problems - such as being completely unrewarding, and unbalanced in terms of high vs low authority. This, combined with the extortionate cost of confederating fellow Empire states, makes it hard to successfully confederate the Empire until late-game.

I set out to restore some balance. My first aim was to add a 'normal' setting. Stagnant felt too much like a negative in itself, whereas it should be both good and bad in ways. Stagnant is now known as Established, reflecting that your rule is known, and respected, but still open to political machinations.

Authority changes
More rewarding bonuses for staying in 'Absolute' authority - now more reflective of a stable country. Such as:
- A bigger bonus to effectively increasing the 'fealty' of Elector counts, but not too overpowered as to make it so easy.
- Populace happiness (or unhappiness!)

A small chance for fealty deterioration, even with stable, or high authority levels. This is intended to represent the relatively unstable nature of politics and provide unpredictable gameplay.

That being said, the opposite is true, and lower authority levels will penalise a player more.

-I've also added diplomacy bonuses depending on the authority level, as the current fealty system doesn't represent this in the game diplomacy. With -8 authority, you'll find it harder to negotiate with fellow Elector Counts, whereas, you'll have a much easier time of setting up trade agreements and the like when your rule is Absolute.

Cheaper confederation cost
I found 1 too easy, and 3 - apart from being severely harsh - seems unrealistic in terms of what actually is going on. Therefore, I feel 2 is a good compromise.

Other
Minor flavour text changes which I felt didn't make much sense, or contradicted tense at times

Future changes
- Prestige which is pretty weak at the moment and not much use once you've already slogged away building up
- Dynamic bonuses/debuffs depending on a variety of factors - i.e. number of provinces owned outright

Compatibility

Yes, this will work for multiplayer.
No, this won't work with any major overhaul mods like SFO - they, I assume, have already made their own changes to this mechanic.
Yes, this is compatible with any battle-only, or purely graphical mods.

As far as i can see the elector count felty is a "dummy" value. So it only show the value adn doesnt change the script taht weay it show.

Just for the record, this mod seems to still be working for me after the Rakarth update, with about 100 other mods running too, despite showing up as "out of date" (also for the record, I'm using Kaedrin's Mod Manager, not CA's trash launcher, not sure if that makes a difference with this mod alone but it certainly helps with load order & compatibility)

Jo I'm looking for the Authority value for "Elector count destroyed" but it's not in the dilemma_payload_table. Any Idea where I might find this?
