Improved Skooma (AKA Elsweyr White)

Just thought the effects of skooma were underrated versus previous game versions of the drug.

Have added the following effects:
Restores 100 points of Stamina.
Stamina regenerates 30% slower for 90 seconds.
You move 50% slower for 90 seconds (Due to the narcotic effect).
Carrying capacity increased by 200 for 300 seconds.
You are 50% harder to detect for 300 seconds.
Drugged for 45 seconds.
Magicka regenerates 30% slower for 180 seconds.

You will need the following items to craft it:
Moon Sugar x2
Bear Claws x2
Daedra Heart x2
Salt Pile x4
Giant's Toe x2
Abecean Longfin x2
Sleeping Tree Sap x2
