It kind of has the same number of jobs as the Afterdark Casino with the other parameters toned down a bit and noise turned off. In real life these markets attract a lot of people daily and they tent to be pretty touristy too, so I tried to reflect that in the parameters, with the exception of the noise... I wanted to make it quieter :P . Feel free to modify any of these parameters in your gameplay:

Electricity Consumption: 40
Construction Cost: 7000
Fire Hazard: 1
Fire tolerance: 20
Garbage Accum: 20
Maintenance cost: 1000
Tourists: 100 of everything
Sewage Acum: 10
Water consumption: 10
Workers: 25 of each (100 total)
Atractiveness Accum: 100
Entertainment Accum: 150
Entertainment radius: 200
Monument Level: 1
Noise Accum: 0
Noise Radius: 0

What is the effectiveness? Number of jobs, maintenance costs ...
