Go to system folder and open user.ini . Hit CTRL+F and find this

bNoTextToSpeechVoiceMessages=True

change True to False.
This is just a left over from the days KF was a Unreal Tornament Mod. Its not the best but its still something, also comes in handy when you tab out of KF.
