You don't necessarily need to modify the configuration file. I would assume it will be created anyway only after you have launched the tool successfully.
What's important that you have done the steps under installation. You want to use the tarball version, the Git version is more useful if you are familiar with Git. And you need to install Git first anyway.
Pay attention to the path in the instructions. Roberta needs to be there in order for Steam to be able to find it.
I can give you better hints if you tell me what Linux distribution you use and are you using command line or GUI.
