Some day I should add more of the 1950s designs, though atm I'm more into late-Soviet architecture.

The game doesn't include children in its resident capacity.
I wanted to give it a capacity for ideal living, not post-ww2-ruins misery surviving. So I settled on 3 adults per apartment (and their kids will be on top of that). The house has 4 apartments, with 2 bedrooms each under comfortable conditions. I would never put 30 people in it, that's 7-8 adults per apartment. Surely made sense when more than half of the Soviet population had lost their homes following the Nazi aggression, but I don't feel like bringing this historical aspect into our idealized game.
You're welcome however to just tweak the number in your steam folder and set it at the value you want.
