Remember these are uploaded to 'Artwork', and may not truly represent any in-game car or downloadable mod.
However, once a car [config] like this is created in the Editor, it should be available in-game just as you designed it.
You would need to enable 'Unrealistic wheel sizes' in the Game Settings menu, to achieve anything other than what the game provides for by default.
