!!Ethical Gestalts/Forgotten Queens compatibility patch for Ethics and Civics Alternate

Compatibility patch between !Ethical Gestalts BETA for Ethics and Civics Alternate and Forgotten Queens.

In addition to fixing compatibility issues, makes several civics from Forgotten Queens ethic-locked and/or incompatible with certain civics from Ethical Gestalts where this made sense.

Since the civic Mutualistic Behavior in Forgotten Queens is basically Guest Hive plus Assimilator Contagion (those civics were in fact inspired by the one in Forgotten Queens), those three civics are mutually incompatible while using this patch.

This mod should now also patch all incompatibilities between Forgotten Queens and Ethics and Civics Alternate.

@DragoonBlade : How's this ? You'll need to use this patch as well but together I think the two patches should make Ethical Gestalts, Ethics and Civics Alternate, Forgotten Queens, and Government Variety Pack all work together.

I've now overwritten can_generate_leader_from_pop, the one object overwritten by both ECA and FQ but not by Ethical Gestalts.

Can you make a version of this that also includes the Government Variety pack?
