What Are Tarjan Tokens?
Tarjan Tokens are small little brass coins that can be found in toasters throughout Colorado in Wasteland 3. Don't sell them to merchants for the measly 10 dollars they offer! They are worth far, far more than that!
Where Can They Be Found?
The tokens can be found throughout the game world, but always in toasters. Here is a list of what toasters, and where they can be found.

Ranger Headquarters:
Inside the Cafeteria.
Level 3 in Toaster Repair required.
(I think you can get this one a second time in the last part of the game, when the map for Ranger HQ changes. Required level 10 Toaster Repair, may be a bug.)

The Warrens (Bizzare):
Inside the diner kitchen.
Level 5 in Toaster Repair required.

Broadmoor Heights Survival Bunker:
Level 6 in Toaster Repair required.

Union Station Bunker:
Level 6 in Toaster Repair required.
What Do They Do?
That is good and all, what they are, and where they are, but what do they do?

Well, they can give you impressive stat boosts for a limited time, or they can give you permanent perks, which are not as powerful, but do persist for the whole game.

First you need to head to the Bizzare. There, you will find Quarex and his museum called the Cabinet of Curiosities. Inside, and near the back by the giant stone throne is the Tarjan machine, a sort of fortune telling device.

Each token can only be used once, so you get four chances in total. There is no restriction on how many times a single character can receive a buff, but they cannot overlap. I found that when one character received a permanent perk, none of the others could get it later, no matter how many times I reloaded a save, so make sure you choose wisely. If anyone has experienced this any differently, please let me know.
What Are The Benefits?
Here is a list of all the benefits I received from the machine, separated into permanent perks, and the long lasting buffs.

Perks:

Precognition:
Permanent +10% Evasion.

Fortune Cookie:
Permanent +15 Constitution.

Eye of Tarjan:
Cold Resistance +1% and +2 to Penetration.


Buffs:

Cunning of Tarjan:
Experience Bonus of +25% for 10800 seconds.

Lightning Strikes Twice:
The next 5 attacks this character makes will have 100% Critical Chance.

Magic Fingers:
Barter skill increased by +1 for 10800 seconds.
Conclusion
I save scummed a lot for the information in this guide, but that doesn't mean that the information is 100% correct. If you have any evidence or experience to the contrary, such as characters not able to receive the same perks, or anything else you think could be useful to add to this guide, please leave a comment!

@[SAP]CommanderAWell I just found 1 in the massacre site, so I am now up to 5. The 4th that I found that wasn't listed I don't recall where I picked it up though, sorry.

@Horrid They may have added more with all of the new patches and updates. This guide was made, I think around.. a few days after the game was released. If you can remember any of the spots where you picked up the new tokens please let me know and I will update the guide and credit you.

I already have 4 tokens before entering union station, not sure how since it says there are only 4 available.

"Barter skill increased by +1." This seems to be useless if it's applied to a party member who doesn't have the barter skill. Does this one come up more often than the others, or is it simply my accursed luck?

I am going to do a second run, this time siding with Angela, to see if you can still get that (possibly bugged) token out of the toaster. I am going to play extra carefully, especially around that last part of the game to see if I can get that fifth token you mention, nottrusted.

Just check'd saves from my first play through:
After leaving Yuma = Eye of Tarjan and Precognition learned, 3 tokens in my inventory.
After freeing the HQ, before entering downtown = 2 perks learned, 4 tokens in inventory.
So it seems to be 5 "regular" token, plus the second one in the HQ.
In my first run I also sided with the Patriarch...

Ooops, my bad! You're right, in the snowed resort I found the minerva coin...
However, I've used 3 tokens so far (2 perks + 1 temporary buff, no reload) and still have 3 in my inventory, without having visited Denver, Aspen and all the locations that are triggered when you advance in the story yet.
Unfortunately I don't have saves from all the smaller sites anymore, that are triggered when you reveal all parts of the map (just by exploring, not story related) like the disstress from the 2 sisters...
Anyway, if I find more I'll take a screen from the locations.

Thanks Lokiel for letting me know about that, and that it was with siding with the Patriarch as well. It really makes me think it is a bug now. I don't see why they would give you another so late in the game, especially when you can't leave and use it.

nottrusted, I have only found five tokens, with the fifth possibly being a bug. If you could verify the token at the Snowed Resort with a screen shot I would appreciate it. I will be playing through again soon, so I will try to verify it myself as well. The only thing I remember finding there was the Eye of Minerva, for the Provost. To find the "Toaster Academy" you need to collect and have all the Golden Toaster parts in your inventory, then you will automatically get the location on your map. I found the last part in a toaster hidden up in the rafters in the very last part of the game, at the Bison Ranch. As for all the other parts, I cannot recall.
