@Lusurfer Then it's a mod conflict that can't be solved with changing the load order. Had the same issue and my culprit was incompatibility with More Family Relations.

I'd suggest disabling mods that also alter the character window and see if it works with your other mods.

odd i tested this by adding all commander traits and other traits like blademaster and hunter among other traits until it fills the two rows and it still wont pop up the plus sign

it will only show up after you have too many traits to show normaly

this one uses the default ui only added a button so if weird things like that happen then it is a default game issue. The Character UI overhaul is as the naem says a complete overhaul with different code and layout
