Local Server Tip
By whatever...
i dont know if somebody said this already in a guide or whatever but please... whenever you host a local server game, please type in the console: sv_consistency 0. this is so people wont have to disable their mods or something to join. people that dont type this in console is the reason why you might get a error message saying "server is enforcing consistency for this file...." when trying to join them. it gets annoying after awhile so please do that whenever you host one. remember the command is: sv_consistency 0

Another fix for not being able to join local servers
If you typed in sv_consistency 0 in the console and your friends or randoms still can't join, make sure they (including yourself) have custom server content set to none. this is located in options - multiplayer - custom server content. from what i saw after applying that, this wont get rid of content in modded or community servers. this will only make it so the game won't be stuck loading when joining a friend or joining a random person's game. i noticed this happens because of special/common infected mods i think. so make sure you all have that set to none along with sv_consistency 0 and im pretty sure yall should be good. you will still be able to see your own mods, your friends/randoms will also be able to see their own mods, so it won't be deleting/disabling anything. also i think typing the command cl_downloadfilter none in the console does the same thing but i never tested it out, someone said it in the comments.

Don't forget about cl_downloadfilter none
I have certain addons that it makes some of my friends download for no reason and i dont want it to happen, since that is a client command, they must do that command for themselves

I believe this can just be thrown into an autoexec config file or the launch options

also make sure everyone has every part of the maps you're downloading, sometimes it will say to just download 1 part, but you need to download them all
