Everything you need:
Notepad++ or any hex editor

1.Open your track in Notepad++
2.Search line ambience_name.amb and replace to value RANDOM
3.PROFIT!

NOTE:

The tracks with random weather work great in multiplayer. However, the randomness is determined for each player according to his own scheme, so it looks like Russian roulette, where each player gets his own unique vision of the location.
