I - the creator of HPP - spoke with the creator of EPE about it. Our design philosophies are completely different.
HPP is intended to replicate the various human phenotypes seen on humanphenotypes.net , having one "ethnicity" for each phenotype. It's a scientific approach - we create a character in the ruler designer, and then convert it into an ethnicity template. The ranges for facial features remain about as broad as in the vanilla game, so each phenotype itself remains somewhat diverse.
In contrast, EPE is made by creating around 200 attractive characters for each culture, and converting them into ethnicity templates with very narrow ranges. Their intention is to make them look good, not to make them scientifically accurate
