"This isn't a typical tier list, but rather intended as a generic visual guide to the commonly asked question, "Which DLC should I buy?" The list as a whole and within tiers is ordered roughly in terms of overall value (i.e. what experience is the player getting for their money). Of course, not everyone will have the same preferences, so it's important to read reviews and utilize the free character rotation before committing money towards a DLC purchase.

• I generally recommend the card packs for a first or second DLC. They're cheap, and you can use the cards with any character to spice up your gameplay.
  
• The character packs with bundled campaigns are a great value for players who enjoyed playing through the base game's campaigns. Additionally, the characters in this set of DLC all bring interesting and unique gameplay to the table, so you can't really go wrong here.
  
• The remaining character packs are a good choice if you have less than $3.99 to spend, or want to get a couple of DLC packs at once. There's a lot of variety here in playstyles and learning curves, so don't limit your exploration to just the first row.
  
• Other DLC packs include voices for the core characters, winter costumes for Suguri and Hime, and the Ultimate Weapon Girl soundtrack. They aren't really important to get, though the core characters can be unlocked automatically in your save file by owning the voice packs and/or winter costumes.
