It could be many different things.
Steering is not powerful enough at high speeds, rate of turn is not high enough to turn within the given distance at high speeds.
Faster targets may stay far away from the sensor cone, less space is covered by sensor fields the further away from the missile. So the further a target stays from the missile, the less accurate of a picture the missile gets of the target.
Faster targets cover the sensor field for less time, meaning there is less time for the missile to actually see and respond to the target.
