Merrick's Joseph II (Austria)

Emperor Joseph II ruled Austria 1765 to 1790 and is considered one of the three greatest enlightenment monarchs alongside Catherine the Great and Frederick the Great. He was committed to modern reforms that met lots of opposition, and as such he failed in many of his attempts to implement his policies. However he is still remembered as setting Austria on the path to modernity and as a patron of the arts and music.

Enlightened Despot

• Likes to gather Great People and keep his people happy, likes Civilizations that do the same. Dislikes Civilizations with low Culture and Happiness.
